У дочек Бетамакса, в частности voipcheap.com, можно бесплатно отправлять СМС-ки.
Подробности на их вебсайте

Но там не поддерживается отправка текста в кирилиице.

Как сделать поддержку кириллицы? Может, можно как-то подправить их код?
